apparently not!! imported from China and especially designed so homless people cant sleep on them. there was an article in the paper about it when they first appeared. i think also becuase councils are given a certain budget each year, and if they dont spend all of it they get less money the following year. That's another reason why Oxford is always being ripped up for roadworks and stuff.
