ok a few questions.
1. will you be using the machine for audio only
2. will you be using outboard gear as well [such as an external sampler, synths etc.]
3. what software do you envisage using for your music.
a good motherboard is key.. i would personally recomend an athlon becuase the floating maths calculations run much better than the pentium 4. bear in mind that an athlon chip number doesn't represent it's speed. for example a 2700 athlon isn't 2.7 ghz BUT would still shit on the equivilent pentium.
ram - you need at least 512meg, i would recomend a gig at least. get fast ram, ddr at least.
make sure the thing is expandable, 7 pci slots should do it.. and if you can get firewire or usb2 connection, that will help with connectivity and what not.
soundcard.. will you be using midi? or will you use the pc as a standalone? it might be worth getting a soundcard with inbuilt effects processors if you can afford it, this will free up the cpu.

ED! there is a company called Red Submarine, they make PCs for music production and they are well good prices.
They will discuss your needs with you. Trust me on this.
